The institution has a governing board of at least five members that is the legal body with specific authority over the institution. The board is an active policy-making body for the institution and is ultimately responsible for ensuring that the financial resources of the institution are adequate to provide a sound educational program. The board is not controlled by a minority of board members or by organizations or interest separate from it. Neither the presiding officer of the board nor the majority of other voting members of the board have contractual, employment, or personal or familial financial interest in the institution.

A military institution authorized and operated by the federal government to award degrees has a public board in which neither the presiding officer nor a majority of the other members are civilian employees of the military or active/retired military. The board has broad and significant influence upon the institution's programs and operations, plays an active role in policy-making, and ensures that the financial resources of the institution are used to provide a sound educational program. The board is not controlled by a minority of board members or by organizations or interests separate from the board except as specified by the authorizing legislation. Neither the presiding officer of the board nor the majority of other voting board members have contractual, employment, or personal or familial financial interest in the institution.

 

 
 


Southeastern is in compliance with Core Requirement 2.2.

 

 
 

Louisiana Revised Statute 17:3217 establishes the University of Louisiana System as the legal body with specific authority over Southeastern Louisiana University. As outlined in the Louisiana Constitution of 1974, the University of Louisiana System Board of Supervisors is currently comprised of sixteen members, including two members from each congressional district and one member from the state-at-large. These individuals are appointed by the Governor, with the consent of the Senate, and serve over-lapping terms of six years. Article VIII, Section VIII. B of the Constitution also provides for a student member, whose term shall not exceed one year, to be appointed to the Board as the sixteenth member, with all the privileges and rights of other board members. The student member is elected by and from the membership of the Counsel of Student Body Presidents of the universities within the System, and must be a full-time student. The names of the Board members are listed on the University of Louisiana System web site.

The University of Louisiana System Board of Supervisors is an active policy-making body for the institution. This responsibility is outlined in the University of Louisiana System Board Rules (Section V, Item B.) and is also documented in the minutes of previous board meetings.

In addition, the University of Louisiana System is fulfilling its legal responsibility to ensure that the financial resources of the institution are adequate to provide a sound educational program. Recent examples of financial action taken by the Board are the increase in mandatory attendance fees (item G.3) and an academic excellence fee as authorized by the Louisiana Legislature (page 4) and approved by the University of Louisiana System June 27, 2003 (item F.6).

The University of Louisiana System Board of Supervisors is not controlled by a minority of board members or by organizations or interests separate from it. Current Louisiana Code of Governmental Ethics states that neither the presiding officer of the Board nor the majority of the voting members of the Board may have contractual, employment, nor personal or familial financial interest in the institution; to do so violates state Board of Ethics rulings.

The second paragraph of Core Requirement 2 does not apply to Southeastern Louisiana University; Southeastern is not a military institution authorized and operated by the federal government.
